This Page details work carried out in proposal/bid management, competitive tendering, partnership competition work, methodologies and writing responses to complex compliance matrices. In so far as the latter is concerned, added is the extensive amount of work performed in quality systems - analysing the requirements in terms of organisation, management procedures and product conformity - necessary for compliance in such management systems as ISO 9001: 2000, ISO9000: 1987, TS 157, JAR-145, JAR-21, CAA BCARs and Customers Approvals for such as Aerostructures Hamble, Boeing, British Aerospace, Rolls Royce, FR Aviation, GKN, Hurel-Dubois UK Ltd, Messier-Dowty, Raytheon, etc.
Additional work carried out on 'unsolicited' proposals.
Siemens Business Services - Bid Management1998 As an independent Consultant , worked as the aviation Aviation/Quality/Tender Specialist - on Tender/Bid May-Jun 98 in Siemens Business Services. Responsible for writing and compiling bid documents for a joint Bid with Intergraph Corporation for the development of an European Aeronautical Information System Database Project for the EUROCONTROL Agency. Responsible for Call for Tender Response text, text preparation, tender structure, formatting, production in Windows 95, using MS Office 97, Word 6.0, Excel 7.0, Powerpoint 7.0, Project 98. Production of 126 books. Bid was very successful and reached final team presentation stage, eventually reaching ‘no-bid’ as a result of $5.5M – $30M range in proposals to cover the EAD requirements. 1997-98 As Project Leader - ran the Tender Competition for a "Maintenance Partnership" with Associated Octel Co Ltd. Produced Initial Pre-Qualification Questionnaires and scored for entry to the Competition. Produced and issued "Invitation to Tender" and assessed via a 'selection methodology' against chosen parameters. Selected the eventual winner - APG/Salamis JV Ltd, the Company now 'partnered' for maintenance with Associated Octel Co Ltd |

1997 - 98 Working as an Associate Consultant to MCP
Management Consultants - worked as the Project
Leader in a Partnership competition for the selection of a maintenance partner
for Associated Octel Company Limited, Dec 97 - Apr 98. Core of work in was
in creating Partnership Pre Qualification Questionnaires and Scoring/Ranking
Matrix, assessing 17 national and international companies for Partnership with
The Associated Octel Ltd. Then Created Invitation to Tender
documentation and scoring system. Assessment made of
prospective Partners for work costed at around £20 Million.
Eventually, selected Tender ‘winner’ - APG Salamis JV Limited, which is now
partnered with Octel. Location: Ellesmere Port, Wirral, NW England.
1996 Working as an independent Consultant, specialising in Aviation/Quality - Nov 96, worked with Uzbekistan Airways/ Plant 243. Drafted contact for JAR-145 and ISO9000 implementation programme. For a period, worked as Business Consultant for "Uzbekistan Airways" and conducted consultations with British Airways, British Aerospace, and AIR, on contracts for maintenance training for engineers for A310, B767, B757, B737, and RJ85 aircraft. Following this work, training was later successfully carried out at BAe Filton. For the following 2 years carried on regular liaison/correspondence with Uzbekistan Airways/Plant 243 for promising business ventures, which did not materialise. Location: UK & Uzbekistan.
1996 Working as Consultant in association with IAP, carried out bid preparation work for JAR-145/JAR-OPS Implementation Programme for LOT Polish Airlines. Location: Warsaw, Poland.
1996 Working as an Associate Consultant with MCP Management Consultants - Presentation to IIR Conference on "Quality - a Main Ingredient in Airline Support Operations" Location: London.
1996 Course and preparation of Business Plans. Use made of business plan accounting software.
1992-95 In appointment of Quality Assurance Director - played major role in the preparation of bids and accompanying documentation. Particularly involved in gaining contract for Queen's Flight work. Location: Norwich, East Anglia.
1991-92 Working as Group Quality Manager - played a major role in the preparation of bids in response to tenders for contacts for MOD work for Company. Supported in the supply of expertise and in the raising of text, completing Compliancy Matrices and specifying technical resources and outlining the Quality Assurance and Control for such bids as the RN Hunter Major (2) Tender submission. Location: Chelmsford, Stansted & Harlow, SE England.
1990 As an independent Consultant, worked as Tender & Project Coordinator for Printing & Technical Authorship Group. Prepared response to tender for bid for writing the RAF’s Flying Manuals. Over a period of 2 months, work involved the creation of technical response to tender document, proposing a sub-contracted network of technical authors, work estimating, finances and costs of work. Location: Bedfordshire, SE England.
1989 - 90 Worked as a Principal Quality Officer in the Reliability & Maintainability Department, with responsibility for the R & M policy for the three armed services. In presentations and seminars, spoke to over 1200 industrialists and civil servants on ''Contracting for Reliability'. Location: Royal Arsenal Woolwich, London.
